How do you move a topic?

Next to each topic there's a little button "move" but either it's broken, only admins can do it, or I just wasn't doing the right thing. How do you move a topic?

well, when i do it, it says "new location of thread" and theres a little pop-down selection window thing

What I did was clicked "Move." I was redirected to the forum homepage, and that was it. What do I do after that?
