Not bad, it doesn't look as bad as the Impala. But, as with the Impala, I always liked the Monte Carlo (except for interior) and this is definitely a downgrade, imo.

I still don't like it. The rear is still ugly, and the front doesn't blend. I haven't liked the Monte Carlo for a while though, so this doesn't change my feelings towards it.

Interior looks similarly facefifted: some new materials and a new steering wheel, but the same basic design.

Whoop-de-do. At least if the materials are new (some of them you said) it will be a higher quality ugly interior.

Not going to happen. GM didn't touch the current Monte in its six years, I'd expect about the same from this one.
